When something blocks you

Waitlists, work schedules, no transportation, services offered only in English — barriers happen, and they are not the same as refusing. Many parents document each barrier in writing to their caseworker and attorney when it happens ("I called three providers; earliest opening is September"), because a documented barrier reads very differently in court than an unexplained gap. Whether and how to raise a barrier is, as always, your decision — and exactly the kind of thing your attorney is for.
